"If I were running for Congress what advice would you give me"? "DON'T!" And what is the context of this exchange?

A journalist asked a congressmen who is leaving politics for good that question and that was the concise succinct one-word answer she received. Would YOU want to enter politics now under these circumstances? If you have to ask what I mean you haven't been paying attention.
