If there truly is such a thing as a BAD SEED (born evil) would that be an exception to the rule?

The rule is "don't throw the baby out with the bathwater". Would it be a good thing to do if the baby were evil? What would YOU do if you knew?  If you could have foreseen what Adolf Hitler did very early on what would YOU have done to stop him?
