Does SUPERIOR correlate directly with success/wealth/power? How does that relate to character, integrity, honor?

Is someone of excellent character, integrity, honor who always tells the truth SUPERIOR to someone who isn't? Is the gaslighting commander-in-chief SUPERIOR? Based on WHAT?
