Should people who "fake" a hate crime be charged with a hate crime themselves?

It is technically an obstruction of justice crime and you can put it under the umbrella of all sorts of other definitions that are true too, but strictly speaking that is not the correct term.
Yes it is hate against the people you are calling racists, etc. But the crime itself is more in alignment with deception and trying to fake a crime. THAT is a bigger deal than your charge.
No, but they should be charged under every other available section of the criminal statute. They also should pay for every cent of public resources spent on their shenanigans.
