Is racism/bigotry/sexual perversion/torture/murder inherent in human beings? If so WHY AREN"T ALL HUMANS ALL THOSE THINGS?

Aren't the racists, bigots, perverts. deviates, torturers, murderers, rapists defective and "seconds"? Why they are as they are is undoubtedly due to the DNA/gene combination at inception. Or maybe something happens in utero that damages them. But the norm they are not. D'ya think? Why can't they be identified classified and grouped altogether in a somewhere far away from anywhere else where they can do to one another whatever they wish and leave the rest of us alone?

    We come into this plane with a lot of karma.

    If you are someone who must pay a karmic debt, all the things we are capable of as humans are formed from these actions.

    I am making up a silly example because it is simple.

    But say I was Adolph Hitler in a past life.  I may be born again with enough character traits that will cause me to stumble enough that it gets in the way.  I may be incapable of change.  I constitutionally cannot get better.  But people who are criminally minded, do not necessarily get born again and fall into hell.  They bring other people who are just as guilty as themselves down with them.  Take Trump.

    Maybe he is born into a family that supports anything he does anyway.  I call this a KARMIC debt that a whole Nation has to pay the price for.

    This nation has many acts to pay for.  Slavery, racism, graft and corruption all the way up to today.  We are incapable of choosing integrity and fairness over graft and corruption.
