After denying accusations of racism REP REP Mark Meadows' video shows him VOWING to send Obama back "home to Kenya". WHY ?

President Obama WAS BORN IN HAWAII

So other than a RACIST ATTACK what would account for REP REP Meadows vowing to send President Obam back to Kenya which is in Africa, not the United States? What would his motive be? What would his intention be? What would his goal be? If not RACIST what then? Pleasant small talk?
