Apparently the definition of HIGH CRIMES AND MISDEMEANORS depends entirely on who commits them and who is doing the defining. WHY?

Isn't there a specific list of what constitutes a HIGH CRIME AND OR MISDEMEANOR? How can you assess anything if you don't have  guidelines roadmaps GPS to INSURE that you arrive at the right destination/conclusion?
