Is it the natural tendency of humans to want limits or is it rather a drive to have get more of and then some more and even more?

An Answermugger friend brought up something I hadn't considered. How large a population do we WANT? That would be integral and essential information to have in order to determine how many immigrants we would welcome to our country. So how large a country do we want the US of A to be? Why?
