The Dondon ORDERED that 25 of his "best" people who flunked background checks for various reasons and were considered to be high risks be given Security Clearances. The Intelligence Agency that controls who gets them was ignored/overridden. Which means that defective people who are dysfunctional now have access to our most top secret information.
