Being left "high and dry" is normally not a good thing unless a hurricane/Tsunami is heading toward you or flood or monsoon. Have you ever been left "high and dry" literally or figuratively? How?
"High and dry" originally pertained to a ship that was left grounded so as to be entirely above water at low tide". It is also used to mean stranded or abandoned.
