IF women are more often truthful ethical honorable than men is it because they are better human beings or just more afraid to be evil ?

The list of despot dictators is filled with MEN. Why is that? Where are the women who are greedy cruel corrupt slimebags who wish to be QUEEN of the world and have their way at all times? Any woman ever rule whose reputation could match the current crop of monstrous murdering greedy "rulers"? Do women not have "the right stuff" to be that?
