There is no legal or illegal any longer. Rules laws protocols precedents are totally ignored and there is no recourse. So the military being ruled by CHAIN OF COMMAND will do whatever the extremely stable genius sb prez commands/orders/demands it do. Wooden shoe? I see no hope ahead. The current powers that be who have authority to STOP this madness refuse to lift a finger. Without law enforcers lawless prevails.
