Is it CONSCIENCE that causes people to feel shame, embarrassment? Does everyone have a Conscience?

Some folks SEEMINGLY never feel shame or remorse for what they did/said that causes harm to others. Cold indifference or even joyful exhilaration seems to be what they portray as they hack and slay. Is that REAL or are they just faking it?
