President Trump has had to fight with the Congress over the fence. They put things in there like the fencing must match the fencing already in place etc. So yes. most of the construction has been replacing fencing. Changing vehicle fence to pedestrian fencing. (Personally, I call that new a fence)
New construction and the government take time....especially with Dems fighting it. Funding for new construction was not secured until late in 2018.
Are you in favor of removing CA's fence? CA border is almost entirely fenced.
