People are promoted to the level of their incompetence.
Now that is chump's playbook bible mantra. Everyone he "promotes/hires" is incompetent. Otherwise he would have no interest in their services. On rare occasion he screws up and hires someone who is competent. The minit he realizes it he fires them. He can't have competence INFESTING his gubment. That would never do.
