Some folks just don't have the RIGHT STUFF and should be left in the jobs they can do well instead of ripping them away from them and inflicting them on others by giving them a promotion when they don't know what the he** they are doing.
Why the push for promotion anyway? Why do a big job very badly when you were doing a smaller job very well? Anyone?
