How are leakers and whistleblowers different? Aren't they just seeing wrongdoing being done and want the people to know about it?

This white house has been very holey since it's inception January 2017. Riddled with leaks day in and day out. It's what folks do who don't like what's going on an feel obligated to notify others about it. I think it's admirable.
