That way no one ever need ever be stopped from doing anything because it's against the law. A license to do anything you want that's illegal makes it legal or at least untouchable. I don't know why trump didn't already think of that and each time someone infracts some law nail him/her and give a bill that will retroactively make what he/she did okey dokey. There's a dam* goldmine there trump. You are missing out very bigly on those bucks. Get off you duff and get a move on and have your "people" do it now! That way you won't ever have to pardon anyone for anything because providing they got the permit to illegalize their lives they'll never be punished or incarcerated. Think of all the time you'll save giving pardons which can be used for better purposes like tweeting and insulting and attacking and denying and lying and memorizing the Sean Hannity political view and kowtowing to Putin et al 24/7.Of course you won't ever need a license or diplomas or permit because you are the president and everyone knows you are above the law yesterday today and forever.
