If you spread lies but believe they are true you're not really a liar are you? Just misinformed? Always misinformed? LIAR?

How long does being "misinformed" work as an excuse? How long before seeking out misinformation to spread it around like manure become LYING? Is there a "use by" date for "being misinformed" and after that it spoils and will harm you bigly?
