Why the motormouth humiliated Jeff 24/7 was because Jeff recused himself as he was legally expected to do from something in which he was involved. The right thing to do. And the mouth was infuriated that Jeff dared to do the right thing! No one does the right thing on the mouth's watch and lives to tell about it. NO ONE!
