    They would have to charge him with something before they could take away his passport.  Right now, he hasn't been charged with, or convicted of, any wrongdoing, so he's free to come and go as he pleases.

    Oh. OK L. So EVEN THOUGH WE KNOW HE IS UNDER MULTIPLE CRIMINAL INVESTIGATIONS he hasn't been formally charged with anything so he has every right to go wherever he wants to go? Okay. I just couldn't believe that the idiot is or was in Ukraine doing the same dam* corrupt thing his boss is being impeached for doing. I know. My fault. I keep trying to make sense of what they do. I'm a slow learner apparently! Thank you for the info. I appreciate it.

    I think it's less that you're a slow learner than it's almost inconceivable that anyone with a brain would do such a thing. :)

    Maybe he is looking for a new place to live.   Why wasn't his passport confiscated?
