I doubt that impeachment was set up for a bill clinton who lied about having consensual sex with an adult. The poster boy they feared?

He was not impeached for having consentual sex with an intern. 
He was impeached for perjury to a Federal court and giving false information in a court deposition. 

The he was also disbarred by the American bar Association.
