Allegedly we "remember" everything we have ever experienced. It's just that some of it stays buried in our subconscious. Right?

If true what is it that determines what stays accessible in our conscious mind and what sinks to the bottom?

Here's an example of what I mean which is kinda weird.

Remember the photo of dumb don boarding a plane with toilet paper stuck to his shoe?

I just asked a question about animals defecating everywhere and mentioned dumb don. The respondent came up with that picture and said "that would explain this".

So is that buried memory the cause of the question or is it just happenstance and has nothing to do with anything?
