Some have a very difficult time following instructions. They ad lib "improve" then wonder why whatever it is makes no sense. Why?

I wonder why some folks have no problems following instructions/directions EXACTLY while others never quite get the hang of it? "Put tab C into slot D". Even with pictures they don't do it right. Is it a talent some have others don't?
