I swear, I'm embarrassed to say that I have read about the Iowa caucus many times and I still don't get it. I wouldn't move to that state for this reason alone.
Now you mention rounds.............I didn't know there were rounds.
Everyone goes at the same time. They close the doors. (No late admittance) Voters group together for each candidate. They count that...this is first round.
Now for 2nd round...if your candidate reached 15% you stay where you are at. If your candidate does not reach 15%, the you fave to move to another candidate or you can choose to go home.
Tie breakers are stupid....coin toss, draw name from a hat????
I did hear on precinct most of the under 15% people all moved to Booker so the other candidates could not get deligates from their vote.
Considering how screwed up the process was last night, I wouldn't have any confidence in whatever comes out. For a first world country, we sure have a lot of trouble when it comes to accurate elections. Maybe we need to go back to paper ballots and purple ink for fingers so no one votes twice. Certainly would seem to be more accurate than the "technology" we have now.
Paper ballots are the safest for sure...I agree with you. I heard some commentators on the news saying the same thing. Seriously, there is no integrity in anything that depends on mobile devices and wireless connections. Stupid actually.
In that respect, there are a few Third World countries that do a better and more accurate job of counting ballots than we do. Of course, let's not forget that their election outcomes are pretty much decided in advance when no one challenges the incumbent. :)
