Tourists? Coinkydinks?

Is there a military base nearby coinkhdinkly? Is it a pattern? A coordinated effort to get info?

Is the head being protected enoughly? Information gathering going on under the noses of the protectors? Are they colluding conspiring with the "spys"? Espionage coordinated as a plot or individual agents doing what they can? Who knows?
