What does it mean when we hear "the fire is contained"? Does that mean it's completely OUT? When a disease is contained what does THAT mean?

    Contained means "under control".  Saying that a fire that is 100% contained only means there is a barrier around the entire perimeter of the fire.  It does NOT mean the fire is completely out.  Fire needs fuel to burn.  If contained, that fuel is limited, making the fire more manageable.  The same is true with a disease.  If a disease is contained, it means its in a manageable environment - not that it is of no threat, or that it has been eliminated.  Just like a fire, a disease can escape its containment IF the right conditions occur.
