Without the king's name on them, how would anyone know who the great benevolat philanthropist was that graciously bestowed a portion of his enormous wealth upon them? How could they sing his praises? How would they know who to vote for come november?
Like all actors, he loves publicity! His favorite word in all the world is "I". (if you doubt that, just listen to one of his long winded speeches)
It ain't his money though. It is the people's money. He delays release until his name is printed on the checks. But it's kinda confusing Shuhak. My understanding is that funds will be wired directly into our checking accounts just as are the monthly social security payments. WHAT CHECKS are involved in that? I shall ask. Not everyone has direct deposit (they don't have a bank/bank account, their account isn't on file with the IRS, etc.). These people will get paper checks mailed to them.
