Flip sez yes he did and what he enacted the trump REVERSED when he took over the oval office.

Remember son of an itch mitch said his main goal was to make Obama a one-term prez? He failed at that but ya know what doodoo he did do? He REFUSED to bring up the appointment of a SCOTUS to replace Scalia. He REFUSED. Said the next president should have that right.

Of course they do. Audacity and paucity of any honorable actions was/is the hallmark of the do-nothings whose only goal in life was to make Obama an ineffective prez. They didn't do that of course. But trump is still trying and lying to tarnish what Obama accomplished . With his dying breath trump will lie about Obama because his jealousy and envy and lack of self-confidence won't end at the grave. I betcha. In wherever it is he spends eternity he will be whining and kvetching and complaining and attacking and insulting.
