    It's a Catch-22.

    If you allow federal scholarships to go to people pursuing "religious studies", some will claim you are violating the First Amendment by "funding religion".

    If you don't allow those scholarships, others will claim you are violating the First Amendment by "discriminating against religion".

    As long as the student has to meet the same requirements as anyone else, they can use the funds to pursue any degree they want.
