It is very clear that pumpkina** sent in his clowns (mystery meat thugs) to EXACERBATE things. CREATE CHAOS. How should he be REWARDED?

To protect Federal property and people.  People are asking for help.  People in Chicago are tired of their children dying at the hands of criminals. 

There are 12,000 police officers in Chicago and 130,000 gang members.  That town needs help and has for decades.
