How do you give gifts to people who aren't your friends?

I want to give people some gifts here for a reason or other. How did I do it?

    You just go to their profile and click on Send Gift.
    Pick the gift and send.

    I don't know if that is an iPhone issue or what?

     I checked on my phone (Android) and it is there.

    I'm sorry I didn't see this earlier. Members can only send gifts to their friends. Moderators can send them to anyone. It's set up that way to avoid harassment concerns.
