The "winner takes all" method of the EC is why swing states are crucial. Case in point, 2000. Bush2 won Florida (supposedly, allegations of electoral irregularities persist) by a bee's genitalia, it was neck and neck. A sane system would have sent 15 GOP and 14 Dem electors to the College, that was how the state voted - the "will of the people". Dubya got all 29.
No. That is a system that would cause a candidate to be able to basically appeal to just NY and CA and win. EC forces a candidate to value every state.
Not at all, NY and CA would also send some GOP electors to the College as well - there has never been a complete close out of any state with more than 3 electors. Even as state as ruby-red as Texas would send a handful of Dem electors if proportional representation was used, considerably more GOP electors would flow from California. That's democracy. One vote, one value.
Any state that does not go winner take all distributes their EC votes by district winner with a bonus to the overall vote winner. It will never go straight popular vote.
