Is Moscow preparing its citizens for war? See details below. Things aren't looking very good. Who can do what when to stop it? Why?

Managers of the Zenit Arena in Moscow received an official letter from  the Ministry of Emergency Situations demanding that they immediately create shelter facilities for wartime. Up to 40 million people in Russia participated in recent civil defense exercises. Russia is building fallout shelters to prepare for a nuclear strike. Things are getting very tense and intense. Hopefully it will stop at the Cold War stage and not escalate to something far worse . Do you take it seriously or not? Why?

    They know what hillary is and they have been preparing for the wars she will start if stupid people elect her into office.
    Even the green party leader realizes that hillary will likely take us to nuclear war.
