Each states is allocated two United States Senators. Whether the state has 40 MILLION residing there or 2 MILLION. HOW IS THAT FAIR?

    Yes. Each state gets 2 Senators.  Senators are representives for the STATE.  Without this being the case the Constitution would never have passed.
