    Same reason Alaska doesn't ... or California doesn't split into multiple states ... they can't get enough votes of the citizens.

    The idea of California splitting in two comes up from time to time. Texas is always moaning and groaning and bit**ing about this that and the other thing and threatening to leave which they must think would be gawdawful to us. Boy are they ever wrong! Let them go.  We will gladly help them pack. They think they are so very important? They are a pain in the butt. The complainers. Not EVERYONE. There is nowhere where everyone is a louse. There is nowhere where everyone is an angel. Everyone says so! Thank you for your reply Walt! :)
