I could be wrong but, I think the channel you are referring to is/was Nick At Nite's TV Land.  I remember they would air one retro commercial during each commercial break of their prime time line up. 

I do remember that from Nick at Nite, too!  This was a different channel, though. At the time, I was working a job that included a 2-hour lunch break. I lived only a mile or so from my place of employment, so I went home each day and sometimes watched whatever 70s-80s program was on - and the commercials.
