At EVERY LEVEL OF GOVERNMENT we see failure including with the vaccine rollout. Why so much bad luck?

Why was duckhead the "one in charge" when this pandemic hit? A more indifferent incompetent leader there has never been. What terrible thing did we do to "deserve" having him watch our backs?
