Social Security is a flat tax.... What I think you are saying is to remove the limit on when income is no longer subject to SS tax...if we do that then people would also expect the cap on the benefits to also be removed.
SS will never be fixed if they don't stop spending the money. There was once a surplus every year that they (congress--both parties) spent. Clinton's supposed surplus was balanced my stealing from SS. (They all do it not just Dems...that is why not one reports that the surplus was not truly a surplus but a theif.
