Can a car be moved if it is in NEUTRAL?

    Yes.  You are supposed to put the car in neutral if you are going to tow or manually push a vehicle. 

    If you do not want it to move, you put it in PARK.

    Of course.  Rather hard to push a car if it's in gear.

    We all know what happens when one parks their car on a hill, leaves it in neutral ... and forgets to set the break.  (ah gravity, thou art a *****!)

    Note - this is also true of the human mind.  If left in neutral, it too will end up somewhere its owner didn't expect.
