    But the range of choices that occur to us is set at conception is it not? The range of choices. Which we choose is up to us but the range is not. Just like our intellect.     No, of course not.

    Conception merely fuses two unicellular, practically non-sentient organisms into one. It is a long way from developing anything that could be said to "decide" anything.
