@RosieG -- The Constitution specifies that impeachment should be used for "high crimes and misdemeanors," but there is NO enforcement mechanism (other than political backlash) which ensures it will be used in that way.
Some Constitutional scholars argue impeachment was meant to be used far more frequently by Congress than it has been in our history, given how often it is mentioned in the text of the Constitution. If so, the Framers badly underestimated how much deference to the Executive would organically occur.
