Is there such a thing as a word or phrase being partially redundant, somewhat redundant, extremely redundant, ultra-redundant?

Or is the concept of redundancy an absolute?

      Well, at least they posted signage about it in ways that announce their intentions on prominent displays clearly visible in public areas . . . hey, wait.
