    Essentially, complacency as was explained by a senior Indian doctor speaking on the radio this morning. That would lead to the sort of events Spunk describes, but the doctor said even many of his fellow medical people seemed to think themselves safe.

    Plus factors like denial, fear and ignorance, of course; as common in many other lands.
