    Donald Duck is a bird.  He has a cloaca.   That is covered by feathers so no pants needed.

    Might be the reason, one could ask why Spongebob and Patrick should be wearing any pants at all. Guess neither of them have genitals.

    Sponge Bob is like Towlie.  He really thinks he is a person and doesn't realize he is a sponge.  Towelie hated to be called a towel.    That is the only explanation I have.

     I believe star fish are hermaphrodites and have both sex organs; but said organs are hidden inside a starfish's body, thus no need of pants.  Nothing is showing.  

    Now the sponge has nothing showing either, but he doesn't realize pants cover things up.   He doesn't know that is why people wear pants.  He just does it because he thinks he is a people.  He is a really excellent fry cook, I can understand his confusion.
