Biden is canclling the extension of the Keystone pipeline into the States because it is not needed and cancelling it is a starting point for a clean energy econony. The Russian sanctions Biden is lifting are on a company involved in the pipeline he is not doing it to just help Russia he is doing it to help Europe - contries like Germany and the Ukrain. As far as the who is the puppet it is still Trump but Russia and North Korea have put him on a shelf just in case he gets back into a position to become a useful tool for them. Cheers!
