Because our Congress is a joke. They have no guts. For several years they didn't even bother to pass a budget (under Dem control) The Rep tried to pull it back when they gained control.... remember the gov shutdowns and sequester.
If that is the case then also goes the left wing talking point that bill clinton balanced the budget. I would say it does matter because bill clinton is gone and obama will be gone and bush is gone and the debt will remain and that is what must be dealt with.
