Has "THE HAVANA SYNDROME" affected citizens of other countries or is it reserved for Americans?

Allegedly microwave radiation was used on Americans in Havana resulting in terrible headaches, dizziness and other debilitating things. They don't seem to recover from it.

    This is really, really scary.  Cuba is another country Americans should stay out of.
