Should FBI Director Comey have made the newest email investigation public in advance of knowing if it is pertinent or not? Why?

Some former FBI  agents said that what Comey did was unprecedented. He should have conducted the investigation quietly and privately and when he was done and results could be determined only then should he have made it public. But then he would have been excoriated for keeping it quiet as if he were trying to hide something to help Hillary's quest for the presidency. I can see both sides of that issue and so I don't know what is right. What do you think and why? If he had kept it quiet and Hillary were found to be criminally guilty of something, had she been elected president could that be vacated and have Tim Kaine take her place? Or would Trump be awarded the  job? It is very confusing for me. Is it for thee? I feel sorry for Comey. I think no matter what he had chosen  to do he would be vilified. This is one of those situations where everyone loses. :(

    I think that comey was trying to prevent the huge embarrassment to the FBI that was happening and the loss of trust. I saw his testimony and I understand his perspective on why the investigation ended as it did the first time. He knew people lied but there was nothing he could do about it because their statements were taken as true if could not be proven false. That is fair. In the time since the investigation was closed so much new evidence has come up that the investigation looks as a joke and it is clear how much these people were lying and covering up. I believe to keep public trust the FBI wanted to reopen this investigation and whatever they found on the wiener machine was finally a solid undeniable reason to reopen this so the are.  If it had been kept quiet until after the election there would be no trust in the FBI again because it would appear they did a fake investigation to clear her before election and a real one after.

    I think it will come out before the election that they found a classified email that was undeniably marked classified on the wiener machine that originated from hillarys private server. That will show the extent of hillary lies on this matter in that every single thing she said about this was a lie.
