What plan has the US government got in place for the following scenario?

Attack by Russia and China from within=Those in the White House are attacked with whatever causes the Havana Syndrome. Our communications are knocked out by hackers. They have already shown they can cripple us by taking over our system. All phone and computers come to a grinding halt.
Attack:  When we are at our weakest they attack from without, invasion of the US.  How will we survive?

    Russia and China are unlikely to ally for an attack.
    Neither would trust the other enough to commit the forces necessary to invade the US.

    Nobody has "already shown they can cripple us by taking over our system".
    The theory has been around since the 1970s, but nobody has actually done so.

    Even if all communications - including military redundant systems - are knocked out, I'm sure base commanders have orders how to proceed.
    Any EMP strong enough to cripple our military, would likewise cripple every modern military globally - including Russia and China.
